Liaoning Officially Launches Earthquake Early-Warning Service

On May 30, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the relevant information about the official launch of the province’s earthquake early-warning service.

Recently, Liaoning has officially opened its earthquake early-warning service. This service will issue warnings when an earthquake of magnitude 4.0 and above, or an epicentral intensity greater than 5 degrees occurs in Liaoning Province or its surrounding areas, or when an earthquake of magnitude 7.0 and above, or an epicentral intensity greater than 9 degrees occurs in China.

For general users, including densely populated areas and individuals, a blue alert without a warning siren will be issued if the predicted earthquake intensity at the target warning area is less than 3. A yellow alert without a warning siren will be issued if the predicted intensity is 3 or 4 degrees. An orange alert with a warning siren will be issued if the predicted intensity is 5 or 6 degrees. A red alert with a warning siren will be issued if the predicted intensity is greater than 7 degrees.

Liaoning has established 661 professional earthquake early-warning information release terminals and 60 video capture devices throughout the province. The installation and testing of early-warning front-end terminals have been completed. Functions such as TV warnings (IPtv) and emergency broadcasts will be then gradually activated. The WeChat earthquake early-warning mini-program and related platform account permissions have been opened, which will undergo internal testing soon, with public testing scheduled to commence within this year.

In the next step, Liaoning will put into service 483 early-warning terminals and 60 video capture systems deployed in phase two, and gradually launch the construction of the Seismic Intensity Rapid Reporting and Early-Warning Project within the year to fill the current gaps in early-warning coverage in northern and eastern Liaoning, aiming to achieve full early-warning coverage across the province as soon as possible.
