On June 28, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting a comprehensive overview of flood control and drought relief efforts in Liaoning Province this year.

Starting from July 1, Liaoning Province will enter the main flood season. According to the forecast by the Liaoning Meteorological Service, the average precipitation for the main flood season (from July to August) this year is expected to be between 354 and 384 millimeters, which is 10-20% higher than the average level compared to the same period in previous years. The precipitation in Benxi City and Dandong City is expected to be 20-30% higher. Similarly, the Taizi River and Yalu River basins are expected to see 20-30% more rainfall, while the mainstream of the Liaohe River, Hun River, and Daling River basins and Xiaoling River basins are expected to receive 10-20% more rainfall. It is also predicted that one typhoon will move northward and affect the province.

In order to effectively respond to disaster prevention and relief, Liaoning has strengthened information sharing between meteorological and water resources authorities, providing hourly updates on precipitation forecasts for river basins and reservoirs. The province has also enhanced the coordination of meteorological warnings and disaster forecasts for combined risks such as heavy rain, floods, and geological disasters, implementing a disaster warning call-and-response mechanism that directly reaches primary-level communities.

At the same time, Liaoning has strengthened flood control of rivers, lakes and reservoirs. Taking advantage of the “golden period” of pre-flood construction, the province is working to ensure that the embankments along the main stream of the Liaohe River meet the required standards. Efforts have also been made to clean and dredge urban underground pipelines, manage flood-prone areas, and maintain sluice stations. Furthermore, the province has enhanced its emergency response and rescue capabilities by implementing projects to improve early warning and command systems, primary-level disaster prevention, and engineering emergency response capabilities, and by strengthening coordination with three types of emergency forces: life-saving, engineering emergency response, and drainage and disaster relief.

In the next step, Liaoning will closely monitor rainfall, water levels, floods, and droughts, resolutely ensuring flood safety and water supply security. The province will also improve forecasting, warning, and alert communication, promptly initiating emergency responses. Emergency preparations will be strengthened, with the deployment and graded reserves of emergency supplies on all fronts. The province will also pre-position emergency response teams based on flood conditions, ensuring the effective harness of rivers, social stability, and the well-being of people in Liaoning.
