On March 20, the Foreign Affairs Office of the People’s Government of Liaoning Province, together with 16 other departments, held the “Life and Work in Liaoning: International Services Briefing for Expats” in Shenyang, capital of Liaoning Province, and officially released “Liaoning International Services: A Guide for Expats” to comprehensively promote the facilitation measures to expatriates in the province.
An open Liaoning has attracted many international friends to come to the province with its unique charm. In recent years, Liaoning has been consistently devoting great efforts to welcoming both foreign investors and visitors. The number of foreign-funded enterprises investing and doing business in Liaoning and that of foreigner nationals traveling and living in Liaoning both maintain an upward growth. In 2024, the number of expatriates in the province increased by 79.7%.
To improve the facilitation service system for foreign nationals entering China, and enable those in Liaoning to work, live, study, and start businesses as conveniently and comfortably as the locals, the province is diligently building the “International Liaoning” project, aiming to continuously provide convenience for expatriates in Liaoning in various service aspects, such as entry and exit, payment, transportation, health care, education, tourism, investment and business.
During the briefing, a video was played to showcase Liaoning’s facilitation service measures for expatriates from 12 aspects. The on-site staff also distributed the five language versions of “Liaoning International Services: A Guide for Expats”, including Chinese and four other foreign languages, in which expatriates can consult and obtain the specific facilitation service measures in Liaoning.
The briefing gathered 73 representatives of expatriates, including officials from foreign consular institutions in Liaoning, foreign employees of foreign companies, foreign experts, international students, and long-term foreign residents. One on-site foreign national remarked, “Liaoning Province has undergone remarkable changes. Every essential service in food, accommodation, transportation, entertainment, travel, shopping, education and health care has met a high international standard, which has also made us fall in love with life in Liaoning.”
