Liaoning is striving to increase the proportion of skilled workers to 30% of the employed workforce by the end of 2025. One-third of them will be highly skilled workers, and the number of leading highly skilled workers will reach 1,000. On May 16, the Information Office of Liaoning Provincial People’s Government held a conference to introduce the relevant information on strengthening the construction of the highly skilled talent team in Liaoning Province in the new era.

As of now, there are 5.285 million skilled workers in Liaoning, including 1.351 million highly skilled workers. Liaoning aims to build a stronger team of highly skilled workers by 2025, in line with national standards. This will involve continuous optimization of the scale, structure, quality, and income of skilled workers, thereby establishing the “Liaoning Craftsmen” brand and shaping the image of “Liaoning Good Skilled Workers”.

Liaoning will support enterprises in independently carrying out new apprenticeship training, technician training, and other programs, implement training subsidy policies, and train 10,000 new apprentices, as well as 10,000 technicians and high-level technicians each year in the province. At the same time, the province will also focus on key industries and train highly skilled workers in trillion-yuan industrial bases of advanced equipment manufacturing, fine chemicals industry, and new metallurgical materials, as well as 22 industrial clusters, such as computer numerical control machine tools, with emphasis on cultivating leading highly skilled workers. In addition, Liaoning will establish a group of higher vocational education colleges under the “Talent Project of Revitalizing Liaoning”, implement the modern vocational education quality improvement plan, and promote coverage of technician colleges in all the 14 cities.

Liaoning will also strengthen the recognition and rewards for highly skilled workers, continue to select outstanding highly skilled workers represented by “Liaoning Craftsmen”, support qualified highly skilled workers to compete for national honors and awards, and confer honorary titles on them in compliance with regulations, thereby enhancing social recognition and approval of skilled workers.
