The reporter learned from the delegation of Liaoning Province attending the 1st session of the 14th National People’s Congress that the proposal of establishing China (Dalian) Northeast Asia Pilot Zone for Opening-up and Cooperation in Jinpu New Area in Dalian was submitted to the 1st session of the 14th NPC as the proposal of the whole delegation.
The delegation of Liaoning Province believes that Dalian is the leading city of reform and opening-up in Northeast China and a crucial city along the “Belt and Road”, with unique geographical advantages, superior port and shipping conditions, well developed opening-up system and robust foundation in trade, possessing unique advantages in building Northeast Asia Pilot Zone for Opening-up and Cooperation. Dalian Jinpu New Area is the first national-level New Area in Northeast China established upon the approval of the State Council. The Dalian Area of China (Liaoning) Pilot Free Trade Zone is an integral part of Dalian Jinpu New Area. The establishment of China (Dalian) Northeast Asia Pilot Zone for Opening-up and Cooperation is necessary to safeguard the Five-sphere National Security, accelerate the comprehensive revitalization of Northeast China, promote the establishment of a new pattern of comprehensive opening up of Northeast Asia, and fulfill the strategy of upgrading the Pilot Free Trade Zone.
The delegation of Liaoning Province proposes that the state support the establishment of China (Dalian) Northeast Asia Pilot Zone for Opening-up and Cooperation in Jinpu New Area in Dalian, with the Dalian Area of China (Liaoning) Pilot Free Trade Zone serving as the first start-up zone, to build a high-level gateway of opening up in Northeast China and boost comprehensive revitalization and new breakthroughs with high-quality development. With the advantages of the national-level New Area and the Pilot Free Trade Zone, Jinpu New Area will focus on building an open modern industrial system and creating a comprehensive pilot free trade zone that will serve as an outstanding example and leading role in international cooperation in Northeast Asia.
The delegation of Liaoning Province suggests that the State Council approve and support the establishment of China (Dalian) Northeast Asia Pilot Zone for Opening-up and Cooperation in Jinpu New Area in Dalian, with top-level national design, and that the relevant ministries and commissions support the Pilot Zone to carry out pilot projects in key areas including investment freedom, trade freedom, capital freedom, transportation freedom, personnel employment freedom and network information service capacity improvement. This will lay a solid foundation for exploring and building Dalian Free Trade Port. The delegation also proposes that the state provide more support in terms of tax system and funds, grant the pilot zone greater independence in reform and management, and support the development of new business and implementation of new models to better serve market entities, so as to make the zone an international shipping center in Northeast Asia and promote the liberalization and facilitation of investment and trade among Northeast Asian countries.
