Liaoning to Implement “Eight Decisive Measures” to Enhance Workplace Safety

On April 16, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting and interpreting the “Three-Year Action Plan to Ensure Workplace Safety in Liaoning (2024-2026)”.

Recently, Liaoning has formulated and issued the “Three-Year Action Plan to Ensure Workplace Safety in Liaoning (2024-2026)”. It focuses on deep-seated issues that currently hinder the province’s workplace safety and strengthens measures to address root causes of workplace accidents, aiming to significantly improve the overall workplace safety across the province.

The plan emphasizes the implementation of “Eight Decisive Measures” to ensure production safety. These measures include training key personnel responsible for production and operation in safety production, enhancing the criteria system for identifying major accidents and potential dangers, applying a dynamic zero-major accidents or potential dangers approach, promoting safety technologies and engineering management, improving the safety competence of practitioners, establishing safety management systems in production and operation units, carrying out precise law enforcement and guidance assistance in safety production, and enhancing the safety awareness of the public. The plan also points out that the province will strengthen its investment in safety, intensify the overall planning and implement polices on relevant funds. It will continue to advance comprehensive measures encompassing human resources, technologies, engineering and management, to prevent accidents and dangers.

Liaoning will rectify a number of major fire hazards, cultivate a group of individuals proficient in fire safety, and build a comprehensive chain safety supervision mechanism in key industries. The province will focus on rectifying five categories of places with major potential dangers. Specifically, it will pay close attention to “large places”, including high-rise buildings, large commercial complexes, and hospitals. It will also focus on “small places” such as self-built houses for business purposes, street shops, restaurants, and family workshops. Furthermore, it will pay attention to “new forms” like energy storage power stations, script entertainment venues, and e-sports hotels. Lastly, it will target high-risk areas such as urban-rural junctions, high-rise resettlement communities, and clustered rural homestays. All these efforts aim to significantly improve the fire safety of the society.
