On June 18, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the efforts of departments in supporting and serving enterprises, and their related deployment, key measures, and significant progress of ensuring and safeguarding the high-quality development of enterprises.
By the end of May, the total number of business entities in Liaoning Province reached 5.227 million, a year-on-year increase of 7.6%. Among them, there are 1.33 million enterprises, a year-on-year increase of 5.4%, and 3.832 million self-employed businesses, a year-on-year increase of 8.5%. A total of 308,000 new business entities were registered in the province, which demonstrates a strong momentum of business entities development.
To promote the high-quality development of enterprises, Liaoning has deepened the “separation of operating permits from business licenses” reform by formulating a list of 8 items for enterprises to gain government approval, lowering the threshold for access, and optimizing service measures. For foreign professionals urgently needed by enterprises, the province has provided streamlined procedures and shortened the processing time limit, offering “green channel” services for handling exit and entry documents for 47 “go global” enterprises and 183 individuals.
Liaoning has established platforms for developing and reserving professionals for enterprises, setting up 127 enterprise postdoctoral research stations and 227 postdoctoral innovation practice bases, with an annual average of 888 postdoctoral recruits over the past three years, of which 336 were enterprise postdocs, accounting for 37.84%. By the end of May, Liaoning had organized 5,882 recruitment events for enterprises, offering 2.12 million job positions and conducting 164,000 “policy delivery, job delivery, and service delivery” activities.
Moreover, Liaoning has developed a mobile service platform called “Liaoqitong”, which provides over 3 million enterprises in the province with handheld mobile services such as business handling, policy searching, submitting appeals, checking credit, recruiting professionals, securing financing, and expanding business opportunities. This digital approach helps enterprises efficiently manage their affairs and streamline processes.
