Foreign Trade Imports and Exports of China (Liaoning) Pilot Free Trade Zone Grew 22% Year-on-Year in 2024

On April 16, the Information Office of Liaoning Provincial People’s Government held a press conference to update the working progress of the China (Liaoning) Pilot Free Trade Zone as it marks the eighth anniversary of its inauguration.

Over the past eight years since its launch, the China (Liaoning) Pilot Free Trade Zone has prioritized innovation to advance institutional openness, foster high-quality foreign trade growth, promote integrated industrial chain development, and enhance regional collaborative development. In 2024, 28 innovative practices were replicated and promoted across the province, and one of them was promoted nationwide.

In 2024, the China (Liaoning) Pilot Free Trade Zone achieved a foreign trade import and export volume of 154.37 billion yuan, marking a year-on-year increase of 22%. Notably, institutional innovations contributed to an additional 23 billion yuan in incremental trade volume. Liaoning Province introduced innovative models such as front-station consolidation of China-Europe freight trains at comprehensive bonded zones and a customs supervision framework for “multi-point collection and dispatch” of these trains. In 2024, the import and export value of China-Europe freight trains reached 1.68 billion yuan, increasing 13% year-on-year. For cross-border e-commerce, the China (Liaoning) Pilot Free Trade Zone implemented streamlined customs oversight for retail imports, automated sorting of export commodity lists through customs control systems, and the “9810 + overseas product selection center” mode. These initiatives drove its cross-border e-commerce import and export volume in 2024 to 6.81 billion yuan, surging 39.8% year-on-year.

After eight years of pioneering innovation, the China (Liaoning) Pilot Free Trade Zone has established a preliminary industrial ecosystem centered on key sectors such as automotive and spare parts, aviation equipment, and biodegradable materials. In 2024, its industrial output value reached 131.5 billion yuan.

Moving forward, Liaoning Province will implement a series of targeted initiatives across the three areas of the China (Liaoning) Pilot Free Trade Zone. In the Shenyang Area, efforts will be made to develop aircraft bonded maintenance services and foster innovative growth within the international art industry. Meanwhile, the Dalian Area will introduce a streamlined logistics model for export vehicles, enabling factory-to-port direct transit, immediate tax rebates upon port entry, and export clearance upon declaration. Additionally, the Yingkou Area will receive support for establishing a land port hub industrial park and a green packaging industrial park.
