On September 2, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series on optimizing the business environment. The conference focused on strengthening rights protection and building a standardized and transparent legal environment, introducing reform and innovation achievements and outlining future work arrangements.
Liaoning has optimized its entry-and-exit management services to proactively support opening to the outside world and investment attraction. The province opened green channels and provided expedited services for 55 enterprises and 303 individuals to go abroad. For foreign nationals arriving on urgent visits or for trade purposes, nearly 500 port visas were issued. Additionally, for those who entered visa-exempt and then needed to remain in Liaoning for business negotiations, work or residence, the authorities processed more than 400 visa or permit documents. At Shenyang and Dalian airports, fast-track channel information has been registered for over 2,500 eligible entry and exit personnel, ensuring efficient customs clearance services.
Liaoning has stepped up judicial protection of intellectual property, steadily expanding public-interest litigation in the field of IP and actively safeguarding regional public resources and local brand image. Through administrative public-interest litigation and procuratorial recommendations related to social governance, the procuratorial authorities are promoting the high-quality development of Liaoning’s characteristic industries. Liaoning has also pioneered an operational model that combines professional teams, intelligent platforms and modernized offices, becoming the first in the country to integrate judicial case handling, procuratorial office functions and public disclosure of prosecutorial affairs, thereby offering the public convenient, efficient, one-stop procuratorial services for intellectual property matters.
