Liaoning Sets Out 34 Key Tasks to Further Improve the Business Environment

On January 4, the Information Office of Liaoning Provincial People’s Government held a themed press conference on efforts to improve the business environment, introducing Liaoning’s intensified efforts and more concrete measures to further improve the business environment.

Liaoning released the Action Plan of Liaoning Province for Further Improving the Business Environment (2026 Edition), which consists of six sections and sets out 34 key tasks. The plan identifies six areas for further improvement, including delivering better full life-cycle services, improving the policy framework, fostering a fairer market environment, making government services more efficient, strengthening law-based safeguards to ensure greater fairness and justice, and fostering a more favorable business environment.

Liaoning promotes the application of electronic business licenses and the “Enterprise Code” in service scenarios, covering ten areas such as market access, business premises, public utility services, labor and employment, financial services, and international trade. It also advances “one-stop online services” for real estate registration. Additionally, Liaoning strengthens the legal and regulatory framework for improving the business environment, promotes the “benefits without application” and “direct and quick access” mechanisms, provides one-stop interpretation of policies benefiting enterprises, and establishes an evaluation system for assessing policy implementation outcomes centered on the experience and perceptions of market entities.

Liaoning also rolls out a package of measures in five areas, including deepening reform to ensure the efficient handling of single matters, improving the quality of government services, expanding certificate-free processing for high-frequency matters, advancing cross-region access to government services, and enhancing the quality and efficiency of intermediary services in administrative approvals. Specific measures include enabling more matters to be handled through full-process online services across departments, and expanding the scope of the “no in-person visits, door-to-door delivery of licenses and certificates” service. Liaoning also implements a system for leading officials to maintain regular contact with enterprises, facilitates work and daily life for foreign nationals in Liaoning, and establishes a green channel for handling enterprise-related online infringement information.
