On March 12, the Information Office of Liaoning Provincial People’s Government held the first press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting the province’s major plans, tasks, and concrete measures aimed at boosting the economy and pioneering in the economic growth.
The year 2024 serves as a crucial year for Liaoning to fulfill the goals and tasks outlined in the 14th Five-Year Plan and implement the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs in Liaoning. Against this backdrop, the province will focus on “Eight Critical Tasks”, and strive to maintain its economic growth rate higher than the national average while achieving significant improvements in economic performance and reasonable expansion of the economic scale. Furthermore, Liaoning will actively embrace greater openness and play an enhanced role in jointly building the Belt and Road Initiative. It will spare no effort to establish the China Railway Express (Shenyang) Hub at the national level and make solid progress in organizing the 15th Annual Meeting of the New Champions in Dalian, also known as the Summer Davos Forum.
This year, Liaoning will strive to create a hub for open cooperation in Northeast Asia and accomplish its “Eight Critical Tasks” by focusing on three key business indicators: consumption, foreign trade, and investment attraction. The province aims to target five key directions: northward, eastward, Europe and America, Central and Western Asia, as well as Southeast Asia and Hong Kong and Macao special administrative regions, and will adopt a list-based, project-oriented, and engineering-driven approach to advance various initiatives. At the same time, the province will vigorously attract foreign investment. Specifically, it will track the implementation of the major initiatives promoted by the provincial friendship economic and trade delegation during their visit to the United Arab Emirates, the Swiss Confederation, and the Republic of Serbia. Furthermore, it will advance key investment and cooperation programs with companies such as Metito Holdings Limited, and S.S. Lootah Group in the UAE, SR Technics, and Sulzer in Switzerland, and others.
Liaoning will also anchor its goal of building itself into an “integrated development demonstration zone of high-quality culture, sports, and tourism”. It will vigorously develop ice and snow tourism and promote the growth of the ice and snow economy. The province will deepen exchanges and cooperation with Japan, South Korea, Russia, and Mongolia. It will actively engage in outbound initiatives while sincerely inviting inbound investments, thereby expanding its “circle of friends” and revitalizing the “major market”. Ultimately, Liaoning Province aims to establish a comprehensive communication matrix for culture, sports, and tourism, resonating with the slogan “Nature’s Embrace, Liaoning’s Grace”, and offering high-quality experiences for visitors from around the world.
