On June 21, the Information Office of Liaoning Provincial People’s Government held the sixth press conference of the series titled “Promoting High-Quality Development of Enterprises”, during which Dalian High-Tech Industrial Zone, Shenyang High-Tech Industrial Zone, Benxi High-Tech Industrial Zone, and Panjin High-Tech Industrial Zone presented their relevant deployments, major measures, and significant progress in supporting and serving local enterprises.

Positioning itself as a “regional scientific and technological innovation center with nationwide influence”, Shenyang High-Tech Industrial Zone has established a “2+4+N” technological innovation system, with Liaoning Academy of Materials and Liaoning Liaohe Laboratory as the leading institutions, and four major scientific and technological infrastructure projects represented by “Super Large-scale Deep Engineering Disaster Physical Simulation Facility” as the backbone, and various university science parks and R&D institutions as support.

Dalian High-Tech Industrial Zone has accelerated the upgrading and revitalization of its software industry. It has compiled the “Technical Product Capability List”, “Application Scenario Demand List”, and “Research and Development Cooperation Demand List”. So far, it has collected 215 new technologies and products, 235 application scenarios, and 75 R&D cooperation demands. These efforts have facilitated the connection of 17 new technologies and products from enterprises such as Dalian Hi-Think Computer Technology and INTESIM (Dalian) with six enterprises represented by Dalian Shipbuilding Industry and CRRC Dalian.

Benxi High-Tech Industrial Zone has promoted the construction of a “one zone, multiple parks” model. The Green Pharmaceutical Raw Material Industrial Park has become the only pharmaceutical and chemical park dedicated to developing raw pharmaceutical materials in the province. It focuses on the development of distinctive raw pharmaceutical materials and patented raw pharmaceutical materials, and encourages the development of pharmaceutical formulations and pharmaceutical research and development services. The zone provides specialized,full-chain, one-stop services for raw pharmaceutical enterprises.

Panjin High-Tech Industrial Zone has leveraged resources such as Dalian University of Technology (Panjin Campus) and the 58 Sci-Tech Innovation Park to cultivate a group of high-growth innovative entities with core competitiveness. It has also built a “one-stop” science and technology service platform for enterprises, which offers services such as technology commercialization, technological financial support, policy consultation, and project application assistance.
