Liaoning Combats Infringement of IPR Through Data Empowerment

On January 17, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the efforts of public security authorities in combating intellectual property rights (IPR) infringement across the province.

In 2024, the public security authorities in Liaoning conducted a series of special campaigns such as “Kunlun 2024” and “Safety Escort”, so as to crack down hard on infringement of IPR and thus equally protect the legal IP rights and interests of all types of market entities in accordance with the law.

The province’s public security authorities have placed equal emphasis on traditional policing methods and modern technologies, integrating both to achieve data-driven precision in law enforcement. Further setting up and following the working requirements for a new police affairs model featuring “professionalism + mechanisms + big data”, Liaoning has utilized big data technologies to untangle, analyze, and expand case clues, ensuring a more detailed and effective case-handling process.

The public security authorities have maintained close communications with intellectual property offices, market regulation administrations, and copyright authorities to strengthen the coordination between administrative enforcement and criminal justice, data sharing, collaboration on addressing cases, and professional support, forming a collaborative governance framework. Liaoning has also launched the “Benefiting People and Enterprises” initiative, conducting extensive survey and outreach efforts to gather feedback from businesses and the public. As part of this effort, authorities offer risk assessments, legal education campaigns, and other support services to help businesses navigate challenges. By addressing pressing concerns, this initiative enables enterprises to focus on innovation, operate with confidence, and grow sustainably.

In 2025, the public security authorities across Liaoning will fully support the province’s strategies for IPR protection and high-quality development. The goal is to establish Liaoning as a stronghold for IPR criminal enforcement, providing better support for enterprise innovation and growth. Authorities will actively identify case leads, prioritize the investigation and resolution of major and high-profile cases, and strengthen coordination mechanisms to enhance joint enforcement efforts, effectively fostering a comprehensive and collaborative approach to combating IPR violations.
