On February 8, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series on the economic performance of Liaoning in 2024 and the key arrangements for 2025, presenting the overall situation, major achievements, highlights, and features of the province’s industrial economy and outlining its primary plans for 2025.
In 2024, the value-added of industrial enterprises above the designated size across the province increased by 3.1% year-on-year. In key areas, the growth rates of seven out of the 14 cities in the province outpaced the national level. In terms of major industries, equipment manufacturing, metallurgy, and consumer goods increased by 4.5%, 7.3%, and 5.4%, respectively.
Liaoning has supported enterprises in stabilizing and increasing production, focusing on key sectors such as petroleum, steel, and automobiles. The province has established dedicated task forces to secure an additional 1.06 million metric tons of production capacity from CNPC, expand iron mining and processing capacity by 15 million metric tons, and support major automakers like Brilliance BMW and key auto parts manufacturers in maintaining and increasing production. Moreover, Liaoning has expanded effective investment, driving the commencement and resumption of 4,244 projects and the completion and commissioning of 1,294 projects. Notably, Shenyang and Dalian have been selected as two of the 20 national pilot cities for new technological transformation in manufacturing, with the number of selected cities in Liaoning ranking first nationwide.
Liaoning has accelerated the development of advanced manufacturing clusters, with 22 industrial clusters contributing approximately 61% of the province’s revenue in industrial enterprises above the designated size. Notably, the revenue share of strategic emerging industry clusters has, for the first time, exceeded one-third of the total. Three major clusters, namely, the Shenyang Aviation Industry Cluster, the Shenyang & Dalian Industrial Machine Tool Cluster, and the Dalian & Panjin Green Petrochemical Industry Cluster have been recognized as national advanced manufacturing clusters, ranking among the top in the country.
Liaoning has deepened its industrial transformation and upgrading efforts by establishing four provincial-level manufacturing innovation centers and 65 enterprise technology centers. Additionally, the province has added 25 new provincial-level 5G factories, along with 212 digitalized workshops and smart factories.
In 2025, Liaoning will focus on stabilizing growth, optimizing industrial structure, and advancing reforms, aiming to accelerate the development of a modern industrial system with distinctive regional advantages.
