On September 4, the Information Office of Liaoning Provincial People’s Government held the third press conference of the series on optimizing the business environment. The conference introduced reform and innovation measures from various departments, focusing on promoting inclusive credit and building a trustworthy and harmonious open environment.
Liaoning has secured the designation of Shenyang and Dalian as the 2025 pilot cities for national cross-border trade facilitation, further leveraging the leading role of these two major economic engines. Twenty-two national cross-border trade facilitation measures, including the fast clearance service for cross-border trains and the direct tarmac pickup model for imported goods, have been implemented in the province, producing 17 representative case studies. These measures have effectively supported stable and high-quality growth in foreign trade and helped build a port business environment that is convenient, efficient, smooth, and transparent.
Liaoning has established and improved a unified, shared and efficient mechanism for credit rehabilitation, encouraging dishonest entities to actively correct their misconduct. The functions of the credit-repair section on the website Credit China (Liaoning) have been upgraded to publish the repair process and the legal and policy bases, thereby improving policy consultation and case handling efficiency. So far this year, credit-repair cases processed via Credit China (Liaoning) have increased by 24.8%.
Liaoning continues to improve basic public-service protections for foreign talents. The province has extended limits on foreign talent’s permitted working age, experience and the validity period of work permits in Liaoning. It allows outstanding foreign university graduates to innovate and start businesses in the province and permits foreign scientific and technological personnel introduced by universities and research institutes to hold concurrent part-time positions in enterprises. Liaoning has expanded the scope of application for the confirmation letter for high-level foreign talents. Those who are certified can now apply for the letter with a maximum validity period of 10 years.
