On September 5, the Information Office of Liaoning Provincial People’s Government held the fourth press conference of the series on optimizing the business environment. The conference focused on delivering courteous service and building an efficient, convenient government-service environment, introducing departmental reform and innovation measures, recent achievements, and future plans.

Liaoning is committed to advancing its business environment in four key areas, including market, government, legal, and open access, with an emphasis on transforming government services toward standardization, intelligence, integration and value-added functioning. The province is exploring value-added service reforms by establishing dedicated value-added service zones, building business service centers. These centers will provide one-stop customized services such as handling administrative matters, offering policies, submitting requests, checking credit, recruiting talents, accessing finance and exploring business opportunities, which extend the government service chain into key areas, including law, finance, talent, science and technology innovation, and international trade.

Liaoning continues to expand digital government application scenarios. The integrated government-service platform offers 120,000 online service items and has handled a cumulative total of 340 million transactions. The platform features a dedicated section for “Efficiently Handling One Thing”, which has facilitated the processing of over 7 million transactions for 24 key items designated by the State Council. Liaoning’s official digital service app “Liao Shi Tong” has launched over 3,500 high-frequency service items. After integrating DeepSeek into the provincial 12345 hotline, the work efficiency has improved by nearly 20 times with a processing accuracy rate exceeding 95%.
