Recently, Shenyang formulated its Outline of the 15th Five-Year Plan (2026-2030), setting 25 key indicators across five categories, outlining priority tasks in 15 areas, and planning more than 480 major projects. Centered on accelerating the development of an internationalized central city in Northeast Asia, Shenyang will focus on building four centers and one hub.
Shenyang will step up efforts to build a national advanced manufacturing center with international competitiveness by developing a “3+4+3” industrial system. The first “3” refers to upgrading and transforming three traditional industries: automobiles and auto parts, equipment manufacturing, and food processing. The “4” represents four strategic emerging industries to be cultivated and expanded, namely aerospace, biomedicine and medical equipment, next-generation information technology, and new energy. The final “3” refers to the forward-looking development of three future industries: embodied intelligence, advanced materials, and equipment for deep-earth, deep-sea, and aerospace exploration.
In addition, Shenyang will spare no effort to build a regional science and technology innovation center with nationwide influence, strengthen its position as a high-quality and efficient modern services center in Northeast China, and develop a distinctive regional cultural center. By 2030, the basic framework of an internationalized central city in Northeast Asia is expected to take shape, with Shenyang’s urban functions and overall competitiveness significantly enhanced and its economic output surpassing the one-trillion-yuan mark.
Meanwhile, Shenyang will further enhance its role as a modern international hub by implementing a “Hub Plus Openness” strategy and continuously upgrading its transportation, logistics, and information infrastructure. In the aviation sector, the city will establish a three-hour air connectivity network across Northeast Asia. By 2030, the number of domestic and international destinations served is expected to reach 150, while annual passenger throughput will exceed 30 million. On the ground, Shenyang will further enhance the role of the China Railway Express (Shenyang) Hub as a major logistics hub, strengthening its capacity for cargo aggregation and distribution. In the digital domain, Shenyang will further advance the development of the Comprehensive Pilot Zone for Cross-Border E-commerce and build a cluster of artificial intelligence computing centers. By the end of the 15th Five-Year Plan period, the city aims to expand its total computing power to more than 30,000 PFLOPS.
