Anshan has recently prepared the outline of its 15th Five-Year Plan, setting out an overall “1538” development framework. The city will focus on 31 key tasks, advance 928 major projects, and set 24 key indicators as it works to promote the vision of a “modern steel capital, beautiful Anshan”.
In the “1538” framework, “1” refers to one overall vision: developing the city into a “modern steel capital, beautiful Anshan”. “5” refers to five key drivers: building a national comprehensive steel industry base, a world-class magnesite industry base, a commodity distribution hub in northern China, an important equipment manufacturing base in Northeast China, and a well-known leisure tourism destination in northern China. “3” refers to three development goals: becoming an important node city in the Shenyang-Dalian Economic Corridor, a city supporting national strategic security, and a model city for the full revitalization of Northeast China in the new era. “8” refers to eight priority tasks in key areas: industrial restructuring, sci-tech innovation empowerment, expanding domestic demand, improving the business environment, opening-up, ensuring and improving people’s well-being, ecological and environmental protection, and safety and stability.
Anshan will move faster to develop a modern industrial system distinctive to the city, fostering and expanding industries such as next-generation information technology, new energy, new materials and the low-altitude economy. It will also work to build a commodity distribution network rooted in Northeast China, connected nationwide, and extending to global markets. By 2028, the city aims to become a core hub for commodity circulation in Northeast China and a national demonstration model for the transformation and upgrading of commodity markets.
Anshan will further deepen high-level opening-up. Through specialized exhibitions covering magnesian materials, new metallurgical materials, textiles and garments, pet breeding, and jade culture, the city will strengthen its distinctive advantages in opening-up. By 2030, Anshan aims to raise its cumulative export value to more than $620 million.
