During the 15th Five-Year Plan period, Dandong aims to achieve five major improvements by 2030 in overall strength, the industrial system, development momentum, urban development, and border governance and security. To support these goals, the city has set 23 key indicators across five categories, identified priority tasks in 13 areas, and planned more than 200 major projects.
Dandong will make every effort to build an advanced manufacturing industrial system by further advancing intelligent upgrading and digital transformation, fostering emerging industries such as new energy and high-end equipment manufacturing, and planning for the development of future industries including artificial intelligence and aerospace information. During the 15th Five-Year Plan period, the city will implement more than 400 technological upgrading projects, with the goal of increasing the number of industrial enterprises above designated size to more than 1,000 and raising total industrial output to over RMB 100 billion.
Dandong will also step up efforts to empower industrial development through scientific and technological innovation. During the plan period, the city aims to achieve breakthroughs in 50 key technologies, cultivate 60 Gazelle and Young Eagle enterprises, establish eight science and technology business incubators, and increase the total number of innovation platforms at all levels to more than 200.
Dandong will further promote high-level opening-up by actively integrating into the Northeast China Sea-Land Corridor. The city will leverage its marine resources, including ports, coastlines, islands, coastal areas, offshore wind resources, and blue carbon resources, to develop the marine economy, while accelerating port expansion, improving customs clearance efficiency, and strengthening the role of development platforms. It will make full use of the policies supporting the Comprehensive Pilot Zone for Cross-Border E-commerce, improve the cross-border logistics network, and help “Made in Dandong” products reach overseas markets through cross-border e-commerce. The city will also expand the range and trading volume of goods, enhance the competitiveness of border trade, and strive to build itself into an important gateway for opening-up and cooperation with Northeast Asia.
