During the 15th Five-Year Plan period, Fuxin will coordinate efforts to upgrade traditional industries, foster the growth of emerging industries and lay the groundwork for future industries, with the aim of building a modern industrial system with distinctive local strengths.

In terms of industrial priorities, Fuxin will promote the coordinated development of advanced coal chemicals and new energy. Building on its coal industry base, the city will develop an advanced coal chemical industry. Drawing on its established strengths in the power sector, the city will accelerate the transition to green power and advance key projects, including wind power projects with a combined capacity of 1.6 gigawatts and a 600-megawatt energy storage power station. The city aims for its total installed new energy capacity to exceed 10 gigawatts.

Fuxin will focus on competitive industries such as clean energy, equipment manufacturing, fine chemicals and food processing. It will promote intelligent upgrading and digital transformation among enterprises to help them move steadily up industrial and value chains. In terms of regional development, Fuxin will strengthen ties with Beijing-Tianjin-Hebei region, Shenyang Modern Metropolitan Area and coastal areas, pursue targeted cooperation in sectors such as equipment manufacturing, the low-altitude economy and the green food industry, and continue to strengthen its industrial foundations. The city will deepen cooperation with coastal cities and, leveraging the Ba-Xin Railway, plan and develop an inland port logistics industrial park and a cross-border e-commerce demonstration base, with the aim of establishing itself as an inland hub for opening-up in western Liaoning.

Fuxin will also press ahead with the comprehensive management of Haizhou Mine. It will work to win the tough battle against desertification in the Horqin Sandy Land, aiming to achieve comprehensive vegetation coverage of over 80 percent in forest and grassland areas affected by desertification. At the same time, the city will develop the forestry economy and under-forest industries to create more opportunities for local residents to increase their incomes, delivering both ecological and economic benefits. It will also promote citywide low-carbon development and leverage its wind and solar resources to expand the clean energy industry.
