During the 15th Five-Year Plan period, Huludao aims to make new strides in eight areas, including high-quality economic development, sci-tech innovation and deepening reform. These goals have been further specified in 25 concrete tasks across five broad categories. The city will work to become a modern coastal city attractive to residents, businesses and visitors.

To promote industrial prosperity, Huludao will build a modern industrial system that capitalizes on its distinctive strengths and advance the transformation and upgrading of traditional industries. It will develop the nuclear industry across the entire industrial chain and establish a base for the industry’s high-quality development. The city will also foster strong clusters of distinctive industries and further develop its marine economy by expanding marine fisheries, strengthening shipbuilding and marine engineering equipment manufacturing, and upgrading emerging marine industries.

To advance innovation-driven development, Huludao will promote deeper integration between sci-tech innovation and industrial innovation. It will accelerate the transformation of sci-tech achievements into real productive forces, making sci-tech innovation a powerful engine for revitalization and development. The city will strengthen the Liaoning (Dongdaihe) Transformation Center and develop a base for commercializing sci-tech achievements from the Beijing-Tianjin-Hebei region. It will also advance original innovation in nuclear science and pursue breakthroughs in key technologies such as nuclear medicine and nuclear equipment manufacturing, making nuclear technology a key pillar of Huludao’s future competitiveness.

Huludao will also step up efforts to become a regional pioneer in high-standard opening up and cooperation. It will accelerate the development of a pioneer zone to facilitate its integration into the Beijing-Tianjin-Hebei coordinated development strategy and build the Huludao branch of the northeastern land-sea corridor. The city will broaden the scope of regional cooperation, integrate more deeply into the development and opening up of the Liaoning Coastal Economic Belt, and better support coordinated development across the “Bohai Wing”. It will also strengthen cooperation and coordination with Chaoyang to foster a new pattern of integrated development in western Liaoning.
