On March 20th, the Event for Groundbreaking of Key Projects in Liaoning Province Q1 2023 was held in Shenyang. A total of 1816 new projects, with an investment of more than 470 billion RMB, are launched. The number, scale, and quality of the projects have reached the highest level in the same period over the years.
In addition to the new projects, 5,000 ongoing projects have resumed construction since the beginning of 2023 in Liaoning, showing better progress in quantity and investment compared to previous years. The new projects, with large investment volumes and strong driving forces, cover various fields, including strategic emerging industries, people’s livelihood guarantee, infrastructure, and ecological environment, which will accumulate new momentum and lend fresh impetus for the high-quality development of Liaoning.

In terms of project categories, there are 1005 industrial projects with a total investment of 258.7 billion RMB, 560 infrastructure projects with a total investment of 165.2 billion RMB, and 251 projects in areas such as ecological and environmental protection, education, and healthcare, with a total investment of 51.4 billion RMB.
In terms of investment scale, there are 703 projects with an investment of over 100 million RMB, with a total investment of 442.2 billion RMB, 78 projects with an investment of over 1 billion RMB, with a total investment of 295.7 billion RMB, and 8 major projects with an investment of over 10 billion RMB, with a total investment of 165.5 billion RMB.
Regarding regional distribution, 267 new projects are starting in Shenyang, 256 in Dalian, 143 in Anshan, 104 in Fushun, 90 in Benxi, 97 in Dandong, 139 in Jinzhou, 138 in Yingkou, 90 in Fuxin, 96 in Liaoyang, 88 in Tieling, 115 in Chaoyang, 85 in Panjin, 83 in Huludao, and 25 in Shenfu Reform and Innovation Demonstration Zone.

It is reported that Liaoning has effectively utilized its provincial-level promotion mechanism for major projects, established an annual investment project database, a list of several major engineering projects, a list of key projects for central-local cooperation, a list of projects with an investment of over 100 million RMB, and a list of government investment projects. These measures ensure the effective continuation of the construction of major projects, continuously optimize the investment structure, and fully expand effective investment.
