On August 3, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce the province’s measures in optimizing and adjusting policies for stable employment, which are aimed at further promoting development, benefiting people’s livelihoods, and advancing revitalization.
In the first half of this year, a total of 254,000 urban jobs were added in Liaoning, up 3.6% on a yearly basis. The proportion of new employment among the 18-45 age group steadily increased to 65.2%, 3.2% higher than the end of last year. The overall employment in Liaoning steadily advanced, achieving half of the expected goals in the first half of the year.
To strengthen the supply of employment services, Liaoning continued to build a strategic cooperation system for employment and improved its public employment services. With these actions, Liaoning ensures that college graduates are able to enjoy continuous employment services, both before and after graduation.
Liaoning has implemented a number of programs, including the “Three Supports and One Assistance” Program, the China’s Far West Program, and Special Program for College Graduates to Work as Rural Doctors, to encourage and guide college graduates toward primary-level employment. Focusing on rural revitalization, county-level economic development, and improving the primary-level public service system, Liaoning develops employment opportunities by implementing preferential policies to support and guide college graduates in finding jobs and starting businesses at the primary level.
In addition, Liaoning has launched the 2023 Youth Employment Internship Recruitment Program, which plans to recruit no less than 22,000 internship positions for employment throughout the year. In the first half of the year, the province has already recruited 15,000 youth internship positions.
Next, Liaoning will fortify the employment service network for college graduates by providing better services to young people and launch a “Double Hundred Days” campaign to fully promote employment services for young people, particularly college graduates,under the theme of “Together in Revitalization, Together for a Bright Future”. Further steps will be taken to integrate the employment of college graduates with talent development. Liaoning will also leverage the collaborative attraction of Northeast China, based on the major industrial layout, to collect more high-quality market-oriented employment opportunities. Stronger efforts will be made to implement the Youth Employment Internship Expansion Plan and other specialized primary-level employment programs like the “Three Supports and One Assistance” Program. Liaoning will provide each unemployed college graduate who has a desire for employment with one session of career guidance, three job recommendations, and one opportunity for training or internship.
