On August 6, the Information Office of Liaoning Provincial People’s Government held the first press conference of the series titled “Optimizing the Business Environment”, presenting the province’s major deployment, specific measures, and significant progress in jointly building a unified national market that benefits all, maintaining fair market order, and optimizing market access and exit procedures in the first half of the year.

Liaoning has exerted full efforts to enhance services and integrate itself into the construction of a unified national market, and promoted the standardization of the basic institutional rules of the market. The province has issued and implemented the “Regulations of Liaoning Province on Promoting Fair Market Competition”, which has provided high-quality and sustainable infrastructure support in further safeguarding the legitimate rights and interests of businesses and consumers, encouraging and protecting fair competition, and attracting excellent domestic and foreign enterprises to invest in Liaoning.

Furthermore, Liaoning has upgraded the Procurement Management Information System of the People’s Government of Liaoning Province, utilizing digital transformation to enhance the quality and efficiency of government procurement. The initiative aims to establish a shared system and network for government procurement at all levels across the province, significantly increasing the transparency of procurement information and achieving a paperless procurement process. The government procurement management information system enables comprehensive tracking and dynamic monitoring of procurement activities, issuing warnings for relevant parties’ procurement behaviors, thus realizing intelligent supervision.

In the next phase, Liaoning will establish and improve institutional rules conducive to constructing a unified national market, expedite the improvement of basic systems for the market economy, strengthen the standardization and normalization of market supervision, and focus on enhancing regulatory efficiency and service capabilities. The province will continuously improve policy consistency, rule uniformity, and coordinated enforcement.
