On August 14, the Information Office of Liaoning Provincial People’s Government held the fifth press conference of the series titled “Optimizing the Business Environment”, presenting the province’s major deployment, specific measures, and significant progress in the first half of 2024 in deepening the reform of the “Integrated Service Window” and improving the efficiency of the “Integrated Online Platform”.
In March this year, Liaoning completed high-quality reform tasks of the integrated service windows at the Liaoning Government Affairs Service Center. Currently, 1599 items have been incorporated into the windows, accounting for 98.9% of all items. By optimizing the window layout, the number of windows has been reduced from 20 to 8, achieving a reduction rate of 60%.
Liaoning has continued to add and improve the functions of the integrated government service platform. As of now, the platform covers five levels: provincial, municipal, county, township, and village, offering over 120,000 online services with more than 54 million registered users. The platform has handled over 300 million transactions.
Liaoning has also continued to expand the application scenarios of “Liao Shi Tong”, an authoritative app offering government services to the public. In the education sector, a fine service matrix has been established for educational services. In terms of civil affairs, 11 items such as social assistance subsidy inquiries and elderly service subsidy inquiries can now be handled on the app. In the culture and tourism sector, “Liao Shi Tong” has integrated with applications such as “Tour Liaoning” and Shenyang’s “Tan Shang Hao Shi”, an app used to provide service for stalls in various markets of the city.
Moreover, Liaoning has launched “Liao Qi Tong”, a dedicated app providing services for enterprises. Currently, “Liao Qi Tong” has introduced 35 enterprise-related service items, more than 2,300 beneficial policies for enterprises, 67 enterprise profiles, and 112 electronic certificates. The app provides fundamental support for enterprise users in presenting digital identity information for on-site verification.
