Shenyang Pilots Online Processes for Replacement and Reissuance of Exit-Entry Permits

In terms of public security and household registration, transportation safety, and exit and entry administration, Liaoning has issued 17 new policies to better serve the public and enterprises. On September 20, the Information Office of Liaoning Provincial People’s Government held a press conference to present relevant information.

The household registration administration system has been more flexible. For instance, the province has implemented the regular residence household registration policy on a trial basis, so as to effectively break the barriers impeding the population flow and promote a system where “residence determines household registration”.

The process of obtaining identity documents has been streamlined. Specifically, the province has issued five measures, including enabling cross-province services for initial applications and temporary resident identity cards, simplifying the required application materials for obtaining resident identity cards in different regions, introducing an “E-photo” service for resident identity card photos, and reducing the time taken to issue resident identity cards.

Efforts in traffic safety management have taken a more convenient approach, including initiatives like providing rural areas with motorcycle examination services, conducting inspections for motor vehicles at home, and adopting a more flexible enforcement approach towards minor traffic violations.

Improvements in immigration services have focused on enhancing convenience. Initiatives include piloting online processes for the replacement and reissuance of entry-exit permits in Shenyang, offering centralized appointment services for the processing of entry-exit permits, providing SMS reminders for the permits, and implementing a streamlined approval process for foreign nationals seeking work permits and employee residence permits in China. Through the “one-stop acceptance, parallel approval” service, applicants only need to submit their documents to the entry and exit administration departments at public security bureaus once to simultaneously apply for both a work permit and an employee residence permit for foreign nationals coming to China.
