On March 19, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the province’s efforts to further optimize the business environment of its ports of entry and facilitate customs clearance for enterprises.
To further improve the business environment of ports of entry and facilitate customs clearance for enterprises, the Shenyang Customs District has issued 46 specific measures. In the first two months of this year, Liaoning’s total foreign trade of goods reached 116.7 billion yuan, a year-on-year increase of 6.2%, representing a good start for Liaoning’s foreign trade. The province has demonstrated remarkable advantages in advancing new business forms and models of foreign trade including cross-border e-commerce and “bonded +”, evidenced by its development of both comprehensive bonded zones and pilot free trade zones. In 2024, the total value of imports and exports of the Shenyang Area of China (Liaoning) Pilot Free Trade Zone and the Shenyang Comprehensive Bonded Zone increased by 57.8% and 46% respectively, which were 45.9 percentage points and 41.3 percentage points faster than the national average.
The Shenyang Customs District has stabilized industrial chains and supply chains by providing support in expanding the imports and exports of key commodities. In terms of imports, it has launched measures to ensure the imports of energy resources, agricultural and food products, and vehicle components. In exports, it has intensified efforts to recommend the overseas registration of exported food producers and has provided professional guidance for enterprises in key links including facility construction, health control, raw material checking and acceptance, as well as self-inspection and self-control.
The province has boosted the efficiency of cross-border trade. In 2024, the Shenyang Customs District facilitated the operation of 886 China-Europe freight trains at the China Railway Express (Shenyang) Hub, a year-on-year increase of 14.2%, accounting for nearly 60% of all such services in Northeast China. Moreover, it supported the launch of two new routes under the TIR and completed 86 supervisions over places of departure, reducing the one-way transit time from ten days to just seven days.
