One card for expatriates integrates multiple functions, such as work permit information query and verification, social security card service certification, payment settlement, and subsidy issuance, making it more convenient for them to work and live in Liaoning. On March 26, Shenyang, capital of Liaoning Province, issued the first batch of “certificate and card integration” physical social security cards to 16 expatriates working in the city. This is also the first batch of such physical social security cards issued by Liaoning for expatriates.

The social security card with integrated functions serves as an important certificate for expatriates to work and live in the province. It can provide foreign cardholders with the convenient “one card for all” application of resident services in multiple fields, such as social security, medical treatment, drug purchase, transportation, culture, tourism, and financial consumption. After entry into China, expatriates can download the mobile app “Digital Social Security Card” to register and log in with their name and work permit numbers. After real-name and real-person verification, they can obtain a digital social security card with their own work permit information.
This year has seen 1,070 expatriates receiving digital social security cards in Liaoning. To offer expatriates working in the province with services such as application for and replacement of physical social security cards, Liaoning Provincial Department of Human Resources and Social Security has set up 31 service outlets in 14 cities across the province to issue physical social security cards for expatriates.
