26 New Doctoral Programs Approved in Liaoning

On March 25, the Information Office of Liaoning Provincial People’s Government held the first press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Educational Department of Liaoning Province.

To accelerate the building of a leading province in education, the Educational Department of Liaoning Province has tried to establish a self-reliant and excellent higher educational system. Remarkable progress has been made in advancing the “Double First-Class” Project, with one additional university authorized to confer doctoral degrees and another to confer master’s degrees. 26 doctoral programs and 84 master’s programs have been added. Among the 110 disciplines included in the province’s “Double First-Class” Project, 24 have been ranked in the national A-tier, a year-on-year increase of 60%, significantly enhancing the province’s ability to independently foster high-caliber innovative professionals.

Furthermore, Liaoning’s international influence in education has continued to grow. The province has steadily implemented joint graduate training programs with Chinese and foreign tutors, with a total of 2,376 approved plans. It has also established 89 China-foreign cooperative education institutions and programs at the junior college degree level and above. Liaoning has promoted the expansion of vocational education overseas by setting up 19 vocational education industrial institutes, known as “Mozi Workshops”, in foreign countries. Additionally, the province successfully hosted the 2024 General Assembly of China-Belarus Association of Universities, fostering deeper and more substantive international cooperation in higher education.

Next, Liaoning will accelerate the restructuring of academic disciplines and programs in universities and comprehensively enhance its capacity for independent development of professionals, thus boosting the global competitiveness of its education sector. The province will implement the “Study in China” brand initiative, encourage universities to deepen international collaboration in industry, university, research, and application, and improve the quality and efficiency of China-foreign cooperative education programs, ultimately supporting Chinese enterprises in diversifying their expansion into global markets.
