On March 26, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by Liaoning Provincial Development and Reform Commission.
In 2024, with the goal of becoming a leading province in clean energy, Liaoning has planned and implemented high-quality energy projects, making its energy development safer, greener, more sustainable, and low-carbon. Liaoning’s installed capacity of clean energy and electricity generated from it have both accounted for more than 50% of the total amount, achieving the goals set in the 14th Five-Year Plan ahead of schedule. Six power generators in the first phase of the Qingyuan project, the largest pumped-storage hydropower station in Northeast China, have been put into operation, and five power generation projects, including the one in Zhuanghe, Dalian, have been put into operation.
In 2025, Liaoning will put its focus on the six fronts of building itself into a leading province in clean energy, namely, strengthening safety, prioritizing low-carbon, enhancing supply, advancing technologies, refining systems, and highlighting the primary role of clean energy. The province will accelerate the construction of an integrated energy base of wind, solar, thermal, nuclear, and storage with local characteristics. With the installed capacity of clean energy accounting for 55% and the electricity generated from it accounting for more than 53%, Liaoning has made remarkable progress in building itself into a diversified, balanced, and technologically advanced leading province in clean energy with an open market. Additionally, efforts will also be made to promote the high-quality development of new energy resources, with a goal of exceeding 37 million kilowatts in total installed wind and solar power capacity in 2025. Moreover, Liaoning will drive sci-tech innovation-led growth by establishing six specialized industrial clusters, including new energy storage in Shenyang, hydrogen energy in Dalian, offshore wind power in Dandong and Yingkou, onshore wind power in Fuxin, and solar energy in Chaoyang.
