On April 1, the Information Office of Liaoning Provincial People’s Government held the fourth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Department of Industry and Information Technology of Liaoning Province.
In 2025, with a goal of achieving a year-on-year industrial added value growth of over 4.5%, Liaoning will strive to stabilize operations and expand investment to provide support for the accelerated development of a modern industrial system.
This year, Liaoning will be committed to establishing four trillion-yuan-level industrial bases, advancing high-tech breakthroughs in equipment manufacturing, supporting technological innovation and key components for new energy vehicles, and optimizing the industrial layout for power batteries and related sectors. The province will also expand the business of the petrochemical and fine chemical industries downstream of industrial chains and advance key projects by China National Petroleum Corporation (CNPC) in Liaoning. Moreover, the province has planned to develop 22 key industrial clusters, improve a gradient cultivation system, and accelerate the growth of leading clusters in aerospace equipment and marine engineering. All these efforts aim to increase enterprises’ investment proportion in the province, boost the commercialization of innovations, and foster new quality productive forces in leading industries.
Liaoning will also accelerate the transformation and upgrading of traditional industries, moving them toward higher-end, smarter, and greener production. The province will promote innovation in industrial internet, host the 2025 Global Industrial Internet Conference, and solicit 500 digitalization scenario demands while establishing 100 new provincial-level digital workshops and smart factories. Additionally, it will also build a series of lighthouse factories and industrial intelligence hubs. Furthermore, Liaoning will implement the “AI + Manufacturing” initiative to accelerate the development of its artificial intelligence industry.
