On April 27, the Information Office of Liaoning Provincial People’s Government held the eighteenth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting efforts to deepen market-oriented reforms conducted by the Liaoning Administration for Market Regulation.

To advance market-oriented reforms, Liaoning has introduced 35 specific reform tasks, formulated 23 implementation measures, and issued a list of 40 key tasks in market regulation. These initiatives aim to remove bottlenecks in market competition, ensure a fair and just market environment, and enhance the market’s internal dynamism and vitality. The province has integrated credit disciplinary mechanisms with credit restoration in market supervision, optimized system functions, and achieved full online handling of credit restoration. This supports more eligible businesses in rebuilding credit, realizing credit restoration information sharing and mutual recognition of results. Since the beginning of this year, more than 15,000 market entities in the province have proactively completed credit restoration.

Liaoning is fostering a world-class, market-oriented, law-based, and internationalized business environment to boost the internal dynamism of enterprises. Reforms to “One-Stop Government Services” have progressed significantly. On March 26, the “one-stop service” system for enterprise relocation registration was officially launched, achieving “Single Application for One-stop Online Government Services”, significantly improving convenience for businesses operating across regions. The province has also implemented direct registration changes for “individual-to-enterprise” transitions, advanced the “one-stop service” for opening a restaurant, and the experience and practices of the “one-stop service” for business deregistration have been promoted nationwide by the General Office of the State Council.
