Recently, Dalian formulated the outline of its 15th Five-Year Plan (2026-2030), setting 20 key indicators across five categories and 155 city-specific indicators, while outlining priority tasks in 14 areas. The plan focuses on making concerted efforts and achieving breakthroughs in six key development areas.
Dalian will accelerate the development of a modern industrial system supported by a strong real economy. The city will advance the transformation and upgrading of traditional industries, speed up intelligent and digital transformation, and focus on building two RMB 500-billion industrial clusters: one in green petrochemicals, and the other in equipment manufacturing, covering shipbuilding and offshore engineering equipment, automobiles and auto parts, and specialized equipment manufacturing. It will also expand and upgrade its modern services industry and move faster to develop a new “Dalian Services” system driven by digitalization, integrated development, branding, and internationalization.
Dalian will accelerate the development of a regional science and technology innovation center with nationwide influence, with a continued focus on strengthening its capacity for original innovation. With Yinggeshi Science City as a key platform, the city will pursue high-standard development and efficient operation, and work to attract more national-level innovation platforms in such fields as carbon peaking and carbon neutrality, marine science and technology.
Dalian will accelerate the development of a high-level open gateway hub with domestic and global connectivity, while steadily enhancing the functions of the “three centers”. The city will strengthen the influence of the Northeast Asia International Shipping Center and develop it into a regional hub port for cooperation in Northeast Asia. It will enhance the driving role of the Northeast Asia International Logistics Center and accelerate the development of national logistics hubs. It will also upgrade the Regional Financial Center and build a Northeast Asian hub for bulk commodity trading.
In addition, Dalian will step up efforts to create a first-class business environment that draws in investors and talent from near and far, a modern marine city featuring coordinated land-sea development, and a coastal tourism destination suitable for living, working, and traveling. The city will strive to paint a new picture of comprehensive revitalization characterized by a favorable business environment, strong innovation capacity, an optimized industrial structure, a beautiful ecological environment, vibrant development momentum, and high levels of public well-being.
