Employment in Liaoning Increases by 479,000 in 2023

On January 30, the Information Office of Liaoning Provincial People’s Government held a press conference, providing an overview of the “Supporting Enterprises in Liaoning’s Revival Season” special action, aimed at supporting enterprise recruitment, ensuring employment, and bolstering revitalization efforts in the province.

In 2023, new urban employment in Liaoning grew by 479,000, marking an increase of 16,000, compared to 2022. Notably, the proportion of young job-seekers aged 18 to 45, who successfully found new opportunities, has been on a steady rise. Throughout the year, 413 targeted job fairs were held, providing training opportunities for 16,800 individuals venturing into new forms of employment. The development of new employment forms showcased a positive trend throughout the year.

In 2024, Liaoning has decided to upgrade and implement the “Supporting Enterprises in Liaoning’s Revival Season” special action across the entire province to support enterprise recruitment, ensure employment, and bolster revitalization efforts, and thus unveil the “Action Plan 3.0”. In response to the recruitment demands of major projects and key enterprises, especially private enterprises and micro, small, and medium enterprises, the plan focuses on a comprehensive policy framework that integrates services from human resources and social security, finance, taxation, and banking. This framework aims to strengthen the seamless connection between job-seekers and suitable vacancies. Meanwhile, the plan will cater to the employment needs of different key groups, including college graduates, migrant rural workers, veterans, unemployed individuals, disadvantaged communities, and workers in new forms of employment. Integrated resources will be utilized to provide targeted job placements, services, policies, and support to enhance accuracy and compatibility.

“Action Plan 3.0” will also prioritize the promotion of the “Comfortable Employment” service model at the primary level. It aims to establish standardized employment and entrepreneurship service centers in communities, villages, enterprises, industrial parks, colleges, and business districts, thereby creating a “15-minute Community Life Circle for Employment”. Additionally, the plan will leverage the dual forces of digitalization and intelligence to enhance the primary-level service network, while advancing the deployment and application of provincial-level integrated employment platforms.

Furthermore, “Action Plan 3.0” will focus on the establishment of comprehensive public platforms for employment and entrepreneurship activities across various industries and sectors. To achieve that, specialized recruitment events will be organized to attract young graduates to stay in or relocate to Liaoning. Initiatives such as the Cities & Enterprises Campaign, the Private Enterprise Service Month, and the Autumn Job Fair will also be implemented to promote a thriving private economy. Additionally, the Liaoning Selection of the China Chuangyi Entrepreneurship and Innovation Competition and the 2nd Vocational Skills Competition of Liaoning Province will be launched to stimulate the dynamism of business entities.
