On March 22, the Information Office of Liaoning Provincial People’s Government held the eighth press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting the province’s major plans, tasks, and specific measures aimed at expanding employment, increasing incomes, and advancing the integrated development of culture, sports, and tourism.
Since the beginning of 2024, Liaoning has been committed to stabilizing and expanding employment to ensure an adequate labor supply and promote high-quality full employment. As of the end of February this year, the province had created 79,000 new urban jobs, a 5.6% increase compared to the same period last year, accounting for 17.1% of the province’s target of 460,000 new jobs. The employment rate among individuals aged 18 to 45 has steadily increased, contributing to an overall stable employment situation. Based on this foundation, Liaoning will prioritize talent attraction and employment expansion. It will take concrete steps to “recruit, cultivate, retain, and utilize” talents, with a particular emphasis on the team construction of skilled and applied talents, technical talents, and foreign experts. All these efforts aim to provide high-quality human resources support for implementing major strategies and upgrading key industries in the province.
At the same time, with the goal of building itself into an “Integrated Development Demonstration Zone of High-quality Culture, Sports, and Tourism”, Liaoning will diligently work on creating integrated cultural, sports, and tourism products. The focus will be on promoting the supply of various products such as cultural and entertainment tourism, sports tourism, tourism for the elderly, inbound tourism, digital cultural and tourism experiences, China-Chic tourism, intangible cultural heritage tourism, and the integration of urban renewal with cultural and tourism-related businesses. Moreover, the province will develop highly experiential and interactive sports and tourism projects. These initiatives aim to enhance the deep integration of tourism with culture, sports, agriculture, transportation, business, industries, and urban renewal.
Meanwhile, efforts will be made to create new consumption scenarios in immersive, experiential, and interactive digital sports and tourism. Support will be provided for the construction of theme parks, racecourses, racetracks, distinctive blocks, thematic museums, thematic hotel complexes, thematic performances, water-based entertainment projects, ski resorts, and other distinctive cultural, sports, and tourism consumption projects.
