On April 18, the Information Office of the Liaoning Provincial People’s Government held a press conference, presenting the development and protection of intellectual property rights (IPR) in Liaoning.

In 2023, Liaoning’s IPR protection achieved significant results, receiving widespread recognition from China National Intellectual Property Administration and various innovative entities throughout the province. Social satisfaction on intellectual property rights protection scored 86.14, 1.55 higher than that of 2022. In 2023, a total of 67,632 patents of three types, namely, invention patents, utility model patents, and appearance design patents, were granted. By the end of 2023, patents of three types in force reached 351,973, an increase of 16.1% year-on-year. The number of invention patents per 10,000 people was 18, an increase of 2.86 compared to the end of the previous year. And the number of high-value invention patents per 10,000 people was 7.05, an increase of 26.1% year-on-year.

Liaoning has issued 21 policy documents related to IPR protection, including the “Administrative Measures for the Construction of Patent Navigation Service Base in Liaoning Province (Trial)” and the “Implementation Plan (2023-2025) for Promoting Patent Transformation and Application in Liaoning Province”. It has also established three nation-level intellectual property rights protection centers, including Liaoning Intellectual Property Protection Center, Shenyang Intellectual Property Protection Center, and Dalian Intellectual Property Protection Center, providing comprehensive intellectual property services such as rapid pre-examination, rapid rights protection, and industrial layout analysis.   

In 2023, Liaoning complied practical manuals including “Guidance on Overseas Intellectual Property Disputes”, “Guidelines on Prevention, Control and Early Warning of Foreign-Related Risks of Enterprise Intellectual Property”, and published 31 issues of “Overseas Intellectual Property Rights and Early Warning Information”, further enhancing its capability and level of overseas intellectual property protection. The province organized events such as the Information Share Meeting on Layout and Protection of Overseas Intellectual Property, and Brief on Benefit Policy for Korean-funded Enterprises in Shenyang. Other communication and exchange activities with foreign enterprises, industry associations, chambers of commerce, etc. were also carried out.
