On June 13, the Information Office of Liaoning Provincial People’s Government held the first press conference of the series titled “Promoting High-Quality Development of Enterprises”, presenting the province’s efforts to support and serve enterprises, and its related deployment, key measures, and significant progress of ensuring and safeguarding the high-quality development of enterprises.

Liaoning has been vigorously driving the initiative to deepen and upgrade state-owned enterprise reform, advancing the layout optimization and structural adjustment of the state-owned economy, and improving market-oriented operating mechanisms. These efforts aim to provide high-quality services and create a favorable environment for the high-quality development of state-owned enterprises, guiding state capital and state-owned enterprises to be stronger, better, and bigger. By the end of May 2024, 14 provincial enterprises have achieved a total profit of 2.62 billion yuan, a year-on-year increase of 119.4%, with 10 enterprises seeing double-digit profit growth. Provincial enterprises have completed investments totaling 11.22 billion yuan, a year-on-year increase of 132.1%, of which 6.85 billion yuan was in fixed-asset investment, up by 54.8%.

Liaoning has implemented a combination of measures to support the development of foreign trade enterprises and to foster and expand market entities. In collaboration with customs and other authorities, the province has conducted policy briefings, foreign trade salons, and enterprise support services, launching the province-wide “Zero Breaking” initiative in foreign trade to help enterprises that have not yet engaged in foreign trade to enter the international market. In the first five months, the province saw the addition of 464 new import and export enterprises with actual performance. Furthermore, Liaoning has helped enterprises expand their markets through the initiative to encourage representatives of enterprises to go abroad for business cooperation. It has organized over 800 enterprises to host exhibitions in Russia, participate in the 135th Canton Fair and other domestic and international exhibitions, striving to assist enterprises in building platforms, securing orders, and expanding markets.

Moreover, Liaoning has supported private enterprises in global expansion, continuously promoting the initiative to encourage representatives of private enterprises to travel overseas, to help those enterprises expand overseas markets, strengthen trade exchanges, and deeply integrate themselves into the Belt and Road Initiative.
