On June 14, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series titled “Promoting High-Quality Development of Enterprises”, presenting the province’s active efforts in supporting and serving enterprises, and its related deployment, key measures, and significant progress of ensuring and safeguarding the high-quality development of enterprises.
Recently, Liaoning has introduced 11 specific measures, including fostering high-level leading high-tech enterprises, supporting deep involvement of enterprises in technological innovation decision-making, and promoting the transfer and commercialization of scientific and technological achievements. These measures aim to enhance the quality and expand the scale of technology-based enterprises in an integrated manner and accelerate their high-quality development. Liaoning will pool together its advantageous resources to enhance enterprises’ technological innovation capabilities, promote resource sharing to reduce innovation costs, strengthen talent support to solve innovation difficulties, and offer financial assistance to meet enterprises’ innovation needs.
From January to April 2024, industrial investment in the province grew by 20.7%, 7.6 percentage points higher than the national average, ranking seventh nationwide. Liaoning has enhanced enterprises’ innovation capabilities by cultivating the Liaoning High-Performance Membrane and Membrane Material Innovation Center, bringing the total number of provincial innovation centers to 12. The province has also nurtured two national technology innovation demonstration enterprises, bringing the total to 24, and accelerated its efforts to address 18 industrial innovation tasks through open solicitation, achieving breakthroughs in key technologies, processes, and equipment in fields such as new energy storage and green chemical industry.
In the next phase, Liaoning will further strengthen the “Liaoning Brand” effect of its agricultural product, organize Liaoning-Guangdong agricultural product exchange activities, and continue school-enterprise matchmaking activities to promote the commercialization of agricultural research results across the entire industry chain. Additionally, the province will improve the cultivation pool for prefabricated food production enterprises and advance technological transformation in food manufacturing.
