On August 7, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series titled “Optimizing the Business Environment”, presenting the province’s major deployment, specific measures, and significant progress in implementing policies that benefit enterprises in the first half of the year.

Liaoning has adjusted its delegation of relevant authorities and officials to meet the individual needs of enterprises in a precise manner. The province has guided and encouraged the selected officials to fulfill their duties and play effective roles based on activities for the coordination between one-hundred scientists and entrepreneurs and the commercialization of one-hundred major innovative achievements to enterprises.

Liaoning has streamlined administration, delegated power, improved regulation, and upgraded services. That means, it has continuously cut the number of items that require administrative review and approval, optimized the review process, and shortened the time for review. The province has offered online review and approval services, which enables items to be done online and handled by one department, with one single trip at most. It has also started the application of “electronic licenses” and “electronic seals” to bridge the “last mile” in service delivery.

Liaoning has innovated its service models both online and offline, empowering the development of foreign trade enterprises. A one-stop online service platform for foreign trade businesses has been established and the “Customs and Bank Cooperation Platform for Benefits of Enterprises” under the China (Liaoning) International Trade Single Window has been recently launched, both of which offer online unsecured financing service for eligible foreign trade enterprises. Moreover, the province has facilitated over 1,000 enterprises to participate in self-organized exhibitions in Russia, the 135th China Import and Export Fair, and other domestic and international exhibitions, fully assisting companies in platform establishment, order acquisition, and market expansion.

In the next step, Liaoning will enhance the service levels and standards of the China Railway Express. It will offer new forms of services such as “railway plus cold chain” and “railway plus cross-border e-commerce” to strengthen the aggregation capacity of goods, provide tailored end-to-end transport services from door to door, station to station, and door to station for enterprises, thereby improving logistics flexibility and response speed.
