On August 15, the Information Office of Liaoning Provincial People’s Government held the sixth press conference of the series titled “Optimizing the Business Environment”, presenting the province’s major deployment, specific measures, and significant progress in removing impediments to its development and strengthening its oversight over discipline compliance in the business environment.
Liaoning has significantly improved the quality and efficiency of handling public inquiries through the 12345 government service hotline, establishing a mechanism that invites experts for management. A total of 666 experts from 10 departments including education and public security across the province have appeared as guests on the 12345 hotline platform, providing policy interpretations focusing on beneficial policies for enterprises, the outpatient mutual aid reform, and the integrated development of culture, sports and tourism. The province has also introduced a “One Policy Per Week” column, offering authoritative policy interpretations on frequently discussed issues such as medical insurance inquiries on outpatient mutual aid reform, housing provident fund loan withdrawals, and changes in individual business license processing, in order to expand the public service coverage, improve the efficiency of the public service delivery, and ensure the quality of information.
Liaoning has supervised departments at all levels across the province to connect their public resource trading systems to the provincial “Integrated Online Transaction” platform, ensuring a “mandatory connection”. The initiative aims to achieve traceable sources, transparent transactions, full traceability, data sharing, and remote utilization. As of now, the platform has integrated 38 transaction types across 10 major industries, facilitating province-wide industry coverage, interconnected transaction data, and seamless connectivity between provincial, municipal, and county levels. The advancement has promoted cross-departmental and cross-level sharing of transaction information, facilitating the inter-provincial and inter-regional flow of public resources, and fostering a transparent, clean, and efficient trading environment.
In the next phase, Liaoning will concentrate on major challenges and closely monitor progress, ensuring that every issue and request receives timely responses and effective resolutions.
