Liaoning Achieves New Breakthrough in Cross-Border Crackdown on Telecom Fraud

On January 7, the Information Office of the Liaoning Provincial People’s Government held a press conference, introducing the efforts of the province’s public security authorities in combating and addressing new types of telecom and online crimes.

In 2024, public security authorities across the province maintained a strong and high-pressure stance against new types of telecom and online crimes. Over 18,000 criminal suspects were arrested, and 230 million yuan in defrauded funds were returned, effectively safeguarding the legitimate rights and interests of the public.

In response to fraud-related warning information, Liaoning has implemented various forms of early intervention, including text messages, phone calls, and home visits. Local police officers, community workers, grid-based community workers, and volunteers have all been integrated into the early warning and intervention system, creating a multi-level, comprehensive deterrence strategy. In 2024, over 19.4 million warning messages were sent, effectively preventing the public from suffering financial losses.

Liaoning has strengthened its law enforcement cooperation with other countries, severely cracking down on fraudsters involved in crimes from northern Myanmar. The province has issued public warrants for key leaders of fraud groups operating in the region and collaborated closely with judicial authorities to advance case processing. Additionally, for the first time, Liaoning public security authorities conducted international law enforcement cooperation in Vietnam, successfully apprehending 19 Chinese nationals involved in cross-border telecom and online fraud. This marked a significant breakthrough in the province’s efforts to combat fraud crimes outside the territory of China.

Liaoning has adhered to a strategy of promoting fraud prevention, aiming to enhance the anti-fraud awareness of the entire population. Led by official new media platforms such as “Peaceful Liaoning”, an official account of the Public Security Department of Liaoning Province, and “Liaoning Criminal Investigation”, an official account of Liaoning Anti Telecom Fraud Center, the province has leveraged the matrix effect of public security authorities’ social media. Liaoning Provincial Postal Administration has directed postal and courier companies to use their networks and delivery packages as channels for promoting fraud prevention information. Meanwhile, Liaoning Communications Administration and the Liaoning Provincial Branch of the People’s Bank of China have organized major service centers and bank branches to continuously create a province-wide anti-fraud awareness promotion campaign across all walks of life.
