On May 15, the Information Office of Liaoning Provincial People’s Government held the twenty-first press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting progress in accelerating digital construction.

Since the beginning of this year, Liaoning has focused on integrating AI technologies like DeepSeek into government services through initiatives such as “One-stop Online Government Services”, “An Integrated Network for Urban Operations”, and “One Network for Collaborative Governance”, creating more innovative application scenarios. DeepSeek has been integrated with the 12345 citizen service platform and deployed locally. The province has completed dynamic updates to the major Digital Liaoning project database, advancing 336 projects throughout the year, with a total investment of 96.2 billion yuan, including planned investments of 13.5 billion yuan. Among these are 13 provincial key projects with a total investment of 18.3 billion yuan, seven of which have been concentratedly started or resumed construction in the first quarter.

Moving forward, Liaoning will focus on six aspects including data element supply, data element circulation, innovative applications of data elements, data infrastructure construction, data industry ecosystem cultivation, and data security governance. The province will establish a “1+6” promotion system, implementing 22 key tasks over the next three years to optimize data element allocation and enhance the quality and efficiency of data-driven economic and social development. Liaoning will construct a “1131” system for digital-government construction, establish a government chief data officer system, create an “AI + Government Affairs” joint meeting mechanism, conduct digital government construction evaluations, and accelerate the optimization of government governance processes, model innovation, and capacity enhancement.

In the realm of digital industrialization, Liaoning will vigorously promote the development of software and information technology services, electronic information manufacturing, artificial intelligence, and data industries. The province aims to build industrial clusters for software and information technology services, integrated circuits, robotics, and artificial intelligence, while accelerating the construction of the National Data Annotation Base in Shenyang.
