On May 28, the Information Office of Liaoning Provincial People’s Government held the twenty-fourth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Dalian Municipal People’s Government.

In the first quarter, Dalian’s regional GDP grew by 6.2%, general public budget revenue increased by 3.3%, foreign trade imports and exports surged by 13.3%, and actual utilization of foreign investment soared by 90.8%, achieving a strong start to the year.

Dalian has implemented and reserved 4,315 major projects, representing a 9.1% increase, with 318 newly commenced projects marking an 86% growth. Construction of Dalian Jinzhouwan International Airport is accelerating, while the construction of the Changhai Cross-Sea Bridge has been fully launched. Preliminary work on the Liaodong Peninsula Water Resources Allocation Project and Zhuanghe Nuclear Power Plant is being expedited.

Dalian’s innovation capabilities continue to strengthen. Yinggeshi Science City is developing innovatively, with five national key laboratories approved. The city gained 109 newly recognized “eagle” enterprises and 22 “gazelle” enterprises. Conference on high-quality development of low-altitude economy was convened, with 280 takeoff and landing spots for low-altitude economy planned and three land-island helicopter routes opened, accelerating the cultivation of new quality productive forces.

Dalian has further enhanced its level of opening-up through innovative investment attraction mechanisms. Key projects including NewLand and CP Energy have achieved capital increases, while the fourth phase of Prime Planet Energy project was signed. The city established 36 new foreign-invested enterprises, representing a 38.5% increase.
