Liaoning Ranks Second Nationwide in Science and Technology Innovation Growth

On March 27, the Information Office of Liaoning Provincial People’s Government held the third press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Department of Science & Technology of Liaoning Province.

In 2024, Liaoning accelerated the improvement of its capacity for science and technology innovation, with its comprehensive ranking rising by five places, making it the second-fastest improving province nationwide. The R&D spending reached 67.64 billion yuan, marking the first time in six years that its growth rate surpassed the national average, with investment intensity hitting a decade-high. In 2025, focusing on integrating technological and industrial innovation, the province will make coordinated efforts to advance initiatives in innovation breeding, enterprise enhancement, industrial chain development, foundational support, and scientific breakthroughs to bolster the province’s modern industrial system.

Liaoning has established high-level innovation platforms, striving to build national laboratory bases in fields such as materials science, aviation, and the seed industry. The province has fostered national technological innovation centers in chemical decarbonization and agriculture, supporting joint R&D platforms between Liaoning laboratories and enterprises. Additionally, Liaoning has tackled key industrial technological challenges, undertaking national major science and technology projects in new materials, industrial machine tools, and semiconductor equipment, while planning and implementing major research initiatives in fine chemicals, carbon peak and carbon neutrality strategies, low-altitude economy, and biotechnology.

Liaoning has expanded and enhanced both the quantity and quality of its tech-driven enterprises, aiming to increase the number of sci-tech small and medium-sized enterprises to over 42,000 and high-tech enterprises to more than 15,000, while adding 500 new “Young Eagle”, “Gazelle”, and “Unicorn” enterprises. Moreover, the province will improve mechanisms for aligning supply and demand in digital and intelligent transformation technologies, promoting high-end, smart, and green upgrades across enterprises.
