On April 2, the Information Office of Liaoning Provincial People’s Government held the fifth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting important plans, major tasks, and specific measures conducted by the Liaoning Civil Affairs Bureau.
In 2024, Liaoning established a basic framework for its elderly care system. The province built 92 comprehensive elderly care service platforms at the county (district, city) level and 934 regional elderly care service centers at the township (subdistrict) level. Additionally, 59 demonstration sites for the “15-minute elderly care service circle” were developed. The province also reported 7.34 billion yuan in welfare lottery ticket sales, generating 2.24 billion yuan in public welfare funds, a year-on-year increase of 6.9%.
In 2025, Liaoning will accelerate the development of a three-tiered facility network for elderly care services. At the county level, institutions for people living in extreme difficulty will be built or upgraded, along with the establishment of a comprehensive digital management platform for elderly care services. At the township (subdistrict) level, the province will expedite the construction of regional elderly care service centers. At the village (community) level, efforts will be made to develop community-level embedded service institutions for elderly care. At the same time, Liaoning will strengthen the role of community-based elderly care by fostering specialized, chain-operated, and branded service providers to further enhance the “15-minute elderly care service circle”.
The province will also continue advancing the “Charity +” model and explore new initiatives such as “Welfare Lottery + Culture & Tourism”. Liaoning plans to launch instant welfare lottery tickets themed around its cultural and tourism heritage, continuously promoting its rich historical and cultural resources nationwide to attract more visitors for sightseeing and consumption.
