On January 14, the Information Office of Liaoning Provincial People’s Government held a themed press conference on “efforts to improve the business environment”, introducing the intensified efforts and more concrete measures of Liaoning’s political and legal authorities to further improve the business environment.
Recently, Liaoning released the “Work Plan of Liaoning’s Political and Legal Authorities on Optimizing the Law-Based Business Environment (2026)” to advance its goal of building a province widely recognized for a favorable business environment, setting out a coordinated package of measures focused on key areas of concern for market entities, including enforcement, protection, regulation, and accountability. The plan states that this year, Liaoning will make public the channels through which enterprises can submit concerns, including online platforms, offline service counters, and designated contact points, while clearly defining the scope of acceptance, operational procedures, and time limits for case handling. It also provides improvements to a rapid-response mechanism for enterprise-related issues, ensuring that corporate requests are addressed promptly upon receipt, handled through coordinated actions, and resolved through a closed-loop process.
Liaoning will strengthen administrative and judicial protection of intellectual property rights and standardize the establishment of enterprise-based service stations that integrate functions such as economic crime risk alerts and intellectual property protection. By leveraging the professional strengths of intellectual property courts, the province will deliver legal services directly to enterprises, providing legal safeguards for innovation-driven companies and stimulating business vitality.
Liaoning will continue to expand both online and offline platforms for direct communication between law enforcement authorities and enterprises. It will also standardize services such as “no in-person visits” and “immediate issuance”, ensuring that services are accessible across the province and handled under the same standards, thereby minimizing unnecessary visits for businesses.
