On January 15, the Information Office of Liaoning Provincial People’s Government held a themed press conference on efforts to improve the business environment, introducing Liaoning’s intensified efforts and more concrete measures to further improve the business environment.
Recently, Liaoning released the Fifteen Measures of the Department of Science and Technology of Liaoning Province to Optimize the Science and Technology Business Environment, aimed at easing burdens on innovation entities and enhancing their capacity and efficiency. It also issued the “Nine Prohibitions” for Purifying the Business Environment within Liaoning’s Science and Technology System, aimed at standardizing the exercise of authority and fostering a cleaner service ecosystem.
Liaoning has systematically rolled out one-stop online services for provincial science and technology innovation platforms. Users can log in through a unified identity authentication system without repeated registration or multiple redirects. The one-stop online services enable automatic verification of basic information, historical records, research qualifications, and changes and updates for both institutions and individuals, reducing the need for manual data entry. The province has also established a regular mechanism to solicit and publish a demand list of enterprises’ technological challenges, and has issued open calls to universities, research institutes, and innovation teams. It has established a new collaborative problem-solving model in which enterprises raise problems, the government frames tasks, and talent delivers solutions, thereby driving breakthroughs in key and core technologies along the industrial chain.
In addition, Liaoning has promoted active interaction and deep integration between clusters of key laboratories and key industrial clusters, building close channels for industry-university-research collaboration and advancing the deep integration of the industrial chain with the innovation chain. The province has also built a one-stop innovation service complex integrating both online and offline services, including technology demand matchmaking, the commercialization of research outcomes, pilot-scale testing and validation, intellectual property services, and science and technology finance, effectively reducing innovation barriers and costs across society, particularly for small and medium-sized enterprises.
