On March 19, the Information Office of Liaoning Provincial People’s Government held the fifth press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting the province’s major plans and specific measures aimed at forging new frontiers of opening-up.

In 2024, Liaoning will focus on expanding foreign economic and trade cooperation, comprehensively and strategically enlarging its “circle of friends” in the economic and trade sectors. Liaoning will promote opening up to the north by establishing a dedicated work group office for Russia and facilitating the establishment of working mechanisms with Moscow Oblast and Primorsky Krai. It will also host the second China-Russia Conference on Local Investment Development and Trade Cooperation and organize the first Liaoning Export Commodities Self-Organized Expo in Russia and Mongolia. Efforts will be made to consolidate and deepen opening up to the east. Liaoning will organize “Dalian Week” in Japan and “Shenyang Week” in South Korea, promoting deeper cooperation in key industries with these two countries. Liaoning will also strive to deepen cooperation with Europe and America, promoting the construction of industrial parks such as the China-Germany (Shenyang) Equipment Manufacturing Industrial Park and attracting upstream and downstream related enterprises with the support of projects such as BMW and LyondellBasell. Additionally, Liaoning will explore the potential of the Western Asian region and host the China (Liaoning)-Middle East Key Project Matching Conference, strengthening economic and trade cooperation with Arab countries, and accelerating the construction of projects such as the China (Liaoning)-Saudi Arabia Power Equipment Industrial Park. Efforts will be made to consolidate and enhance cooperation with Hong Kong SAR, Macao SAR, and the Southeast Asian region. Furthermore, Liaoning will deepen cooperation with well-known enterprises such as China Merchants Group and Xinhua Group, and actively participate in the Lancang-Mekong Cooperation mechanism. Liaoning will actively integrate into the joint construction of the Belt and Road Initiative, promoting the global expansion of equipment manufacturing.

This year, Liaoning will also implement a strategy of innovation and quality improvement for development zones, conduct evaluations of provincial-level characteristic industrial parks, and cultivate a group of provincial-level international cooperation parks. It will implement the upgrading strategy for the Northeast Sea-Land Corridor, host the Northeast Sea-Land Corridor International Cooperation Forum and Northeast Asia Logistics Summit, and strive to establish the China Railway Express (Shenyang) Hub, aiming to further expand Liaoning’s sea and air shipping routes. Moreover, Liaoning will launch actions to upgrade investment promotion platforms, focusing on the construction of 22 key industrial clusters and four trillion-yuan-level industrial bases. The fifth Liaoning International Fair of Investment and Trade will be held, along with Investment Promotion Week in the Beijing-Tianjin-Hebei region, the Yangtze River Delta region, and the Guangdong-Hong Kong-Macao Greater Bay Area.
