On March 20, the Information Office of Liaoning Provincial People’s Government held the sixth press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting Liaoning’s major plans, tasks, and specific measures aimed at coordinating development and safety and making progress in building a more peaceful Liaoning.
In 2023, Liaoning initiated and promoted the “Three-Year Action Plan for Building a More Peaceful Liaoning”. As a result, the society has made significant progress in maintaining law and order, with Shenyang and Jinzhou being selected as the first batch of nationwide demonstration cities for constructing a prevention and control system to ensure social security. Furthermore, the public’s sense of security remains consistently high. In 2024, Liaoning will launch “Safety Escort” Special Initiative. With the overall goal of positioning Liaoning as a frontrunner in the nationwide construction of a peaceful society, the province will focus on four key aspects, including stronger and more targeted crackdowns, more comprehensive and thorough rectification, stricter and tighter control and management, and stronger and more effective prevention. The objective is to ensure a more stable society and a greater sense of security for the people.
At the same time, Liaoning will take solid steps to address root causes and ensure workplace safety. Specifically, it will focus on eight major actions, including providing safety education and training for enterprise leaders, improving standards for identifying major accidents, dynamically eliminating potential risks of major accidents, supporting safety technology and engineering governance, enhancing the safety competence of practitioners, constructing safety management systems, implementing precise law enforcement and assistance, and raising safety awareness of the general public. These eight major actions aim to achieve a significant improvement in the overall level of intrinsic safety within a period of three years.
