On February 12, the Information Office of Liaoning Provincial People’s Government held a press conference, introducing details of the province’s supervision over its business environment.
In 2024, focusing on advancing reforms in key areas, such as the reform in integrated service windows, Liaoning has transformed from handling single matters across multiple windows to processing multiple services at single windows and continued to optimize its business environment, thus further satisfying the needs of the public and ensuring a growing sense of fulfillment.
Liaoning has promoted the province-wide “one-stop handling under the same standards” for one matter. At present, authorities are classifying 1,601 government service items that have been identified and adjusting prerequisites for acceptance, application materials, handling process, time limit for handling, approval results, and charging standards according to the province’s unified standards. The province has effectively completed the first batch of 13 national-level key items under the “one-stop services” initiative, with over three million matters handled and 87% of unnecessary visits reduced across the province.
Moreover, the province has integrated assistance and agency services, investment project services, and mailing services into comprehensive windows. It has built “green channels” to offer services of delays and bookings and established service centers for enterprises and business meeting rooms to provide value-added services. The province has launched campaigns directly benefiting enterprises and the public and visited communities to discover and resolve difficulties through on-site handling, door-to-door services, and centralized processing.
In 2025, with a focus on optimizing “an equitable and just market environment”, “an effective and convenient government service environment”, “a well-regulated and transparent rule of law environment”, and “a harmonious open environment with credibility”, Liaoning will make sustained efforts to build a first-class business environment.
